Support Default Time Setting for Task Reminders

When creating a task, the default setting for the reminder is midnight. This requires it to be changed with each task. Either allow a default setting to be set or start the reminder time to coincide with regular business hours. For example, an agent can identify in their profile the time of day in which they prefer to follow-up on calls, etc., and this time can be used as the default setting.
